🔹 Does Foreign Aid Create Disharmony among NGOs? The case of Palestine

Abstract: Despite the recognized importance of inter-NGO cooperation, existing research has largely overlooked how such collaboration occurs at the level of aid-recipient countries. Utilizing an original dataset from the Palestinian NGO community, this study investigates the influence of foreign aid on inter-NGO cooperation. Based on a difference-in-means analysis, the findings reveal that NGOs receiving more donor aid demonstrate higher levels of inter-NGO cooperation. Meanwhile, NGOs perceiving unfairness in the aid distribution system are associated with reduced collaboration. Interviews with senior NGO representatives complement these quantitative results and help us capture the broader mechanism of how foreign aid affects inter-NGO cooperation.
